Samsung top load washing machine error code NF

Hello, I have a 3 year old high efficiency top load samsung washing machine on the 2nd floor of the house. Just recently, the machine stops after about 10 minutes and gives error code nf. I looked it up and it means no fill. I checked the usual things in the supply lines and the checked the filters and everything looks ok that Samsung suggests. It turns out the water is coming in ok, but it is immediately draining out through the bottom into the overflow basin that the washer sits in (not draining through the normal drain hose).

I checked in the top compartment where the solenoids are located and everything looks ok. Do you all think it is a control board problem or something else?
