Second new Honeywell 8000 installed, STILL not reading correct Humidity

Second new Honeywell 8000 installed, STILL not reading correct Humidity, Please help!
Before install:
5 years ago, Foam sealed attic, encapsulated crawlspace with Santa Fe Crawlspace Dehumidifier (SFCD) (set to 50%, came on every so often). Looking for meticulous tech.
May 2015 found my meticulous tech. He replaced my two 21 year old 11 SEER units with 16 SEER units to “stay ahead of the game,” to improve efficiency, and to save energy. The tech did a beautiful job! But the job is finished now and there is a continuing problem.
After install:
NOTE: I use multiple humidistats together, both digital and analog to check temp/RH.
Crawlspace stays at approximately 75º/50%, (SFCD set at 65% and rarely comes on)
Upstairs, installed two-stage HP with Comfortnet CTK04 controller. Set at 76º/50%, Maintains 76º/50%. Great!
Downstairs has ECM 96% furnace, single-stage air conditioner, Ultra-Aire 98H Whole House dehumidifier (WHD)(NO fresh air intake; humid SC) and Honeywell 8000 controller. Controller set at 76º/50%, Does not maintain 76º/50%. The controller DOES consistently show correct temperature but it shows varying humidity levels, ranging from 50% to 78%, despite the rooms on this level showing within 1-2 points the 76º/50%. This Honeywell 8000 controller was installed in hallway 3 feet above 20x30 return grille in a well traveled hallway with door to garage 10 feet away, laundry room just before garage. The tech was meticulous in his installation. However, the controller inconsistency was baffling. Distributor service tech came to house, recommended sealing behind controller just in case interior wall was affecting controller. Tech did so w/o success. WHD ran continuously. Electric bill almost $70 higher than last year for same #days, same conditions, higher temperature settings this year. WHD ran continuously despite set points being met. New controller installed 2 weeks ago. Worked better than first (this one did turn on/off WHD when changed humidity settings), however we have the same thing happening with humidity. I waited until I sealed any cracks in subfloor near return duct. No effect. Tstat still reading erratically. Called Honeywell tech support this morning. He asked a lot of questions about equipment and what had been done so far and exactly where tstat was located. *After a long wait, he came back with "do not have tstat in same chase as return duct. Move to another location away from return duct.” Do not know if this within scope of installing new units and WHD but it is still not working properly after month and half. It works better than original but not correctly. I was living with second controller because we checked when installed and it did turn off WHD at different settings where other one did not. I figured I would wait and see what happens after I checked sealing. I have done that from bottom near return duct. *This morning, as usual, for over 3 hrs it was showing 78% and WHD continuously running while throughout house, up and down, was 50-51% and outside was 64%. *I set it up to 75% over 4 hours ago and the house throughout is still at 50-51%, even at the controller my instruments show 50% yet controller shows 67%. Currently 6 hours since setting WHD to 75% and leaving temp set at 76º, temps/RH throughout house still c. 76º/50%, controller shows 76º/52%, crawlspace shows 77º/53%, outside is now 95º/42%. Note: although WHD did not come on, the AC came on a few times. Something is wrong! Would humidity be so high in chase above return duct? Why? I cannot afford to have this. Please help because tech has finished his job; I am on my own.
