Electric furnace recommendation

My son is replacing his electric furnace and has a loan from the electric company to purchase a new one. It must be Energy star certified. It looks like no electric furnaces are energy star but maybe some air handlers are that have condenser coils with the option to add the heater coils? I have been looking for energy star air handlers. Any suggestions? Please dont recommend gas furnaces. He doesnt have that option at this time.
